Luigi, the tire-shop owner and devoted Ferrari fan, in his red cap and waving Italian flags above a plate that reads CIAO. It comes from the Disney Pixar Cars booster set, where each Radiator Springs character sits on top of a custom license plate that spells out their personality. The set was originally sold together as a lanyard booster.
